Lightning 1.0b4 is not yet released. You can use the Lightning 1.0b4pre
nightly test builds
https://ftp.mozilla.org/pub/mozilla.org/calendar/lightning/nightly/latest-comm-miramar/

Install: open Add-ons Manager, switch to Extension tab, click the button
with the gear wheel icon next to the search field and select Install
Add-on from File...

Dragging and dropping the xpi file on the Extension tab works for me too.

Dropping an XPI should work, but you need to drop it into the add-on
manager or a content tab (e.g. what's new iirc).

Likewise there is an install option, go into the add-ons manager and to
the left of the search all add-ons box, there's a drop down menu with
the install option in it.
